  Board of Directors Hector Gutierrez

As El Paso Electric Executive Vice President of External Affairs, Hector Gutierrez Jr. is responsible for regulatory, public affairs and government affairs areas.

Gutierrez has more than 34 years of experience in industries such as national defense, telecommunications, higher education and federal/state legislation. Prior to joining EPE, Gutierrez was the Managing Director of Governmental Operations at Hilco Partners where he provided strategies and tactical advice to the company's team of lobbyists. He has served as a Public Affairs Consultant for the City of El Paso, the El Paso Water Utilities Public Service Board, AT&T, and the American Heart Association. Gutierrez was also the first Senior Advisor for Legislative Affairs for Governor Perry when he was first elected Lt. Governor of Texas. He holds a Bachelor of Arts degree from Texas A&M University and also attended the International Executive Program at the Amos Tuck Graduate School of Business at Dartmouth College.

Gutierrez serves on the boards of the El Paso Chamber of Commerce Governing Board of Directors, the Hispanic Chamber of Commerce Education Foundation, the El Paso International Museum of Art, the Paso del Norte Group, Kids Excel El Paso and as a Big Brother/Big Sister Mentor. He also serves on the Texas Affiliate Board of Blue Cross Blue Shield of Texas, Texas A&M University Chancellor's Century Council; President's Board of Advisors. While in Austin, Gutierrez was a member of the board of Ballet Austin and of the Knights of the Austin Symphony, and served as a co-chair for the 2005 Texas Medal of Arts Ceremony. He is a retired Lt. Colonel in the United States Air Force Reserves.
